You must realize your specifications are not very specific. For the specifications given, I’d estimate between $10 and $50,000 U.S., but could be higher in some cases.

CONTROL VALVES ARE ULTIMATE CONTROLING ELEMENTS FOR MANIPULATION OF PROCESS PARAMETERS . THEY HAVE TO BE QUITE ACCURATE AND SENSITIVE WITHIN THEIR RANGE OF OPERATION .
THIS MODULATION ASPECT IS (VERY SIMILLAR TO THOSE OF INSTRUMENTS ) MAKES CONTROL VALVES QUITE COSTLIER THAN ON/OFF TYPE ORDINARY VALVES OF SAME SIZE( 10 TIMES MORE).

The trouble is there are a million different types of control valves based on the application, pressures, size, and many other factors.
Industrial control valves can be used for steam, hot water, fudge, ice cream, or nuclear waste. You just need to be a little more specific.
